Inclusive Financing Learning Circle Series: Sourcing Capital for Inclusive Financing Programs

What sources of capital are available for utilities that want to offer inclusive financing for energy efficiency upgrades through a tariffed on-bill program? And what are the terms that those capital providers seek when making the investment? These are vital questions in the due diligence phase of program design, and experience observed in the field shows there are many options. This session will help participants recognize the differences in key attributes for various capital sources, and it will highlight the relationship with other timely topics in the field including the design of Reserve Funds (the prior session in this series) as well as public-private partnerships and green banks.

Inclusive Financing – Learning Circle Series: Establishing a Reserve Fund for Tariffed On-Bill Financing

Utilities that offer inclusive financing through tariffed on-bill programs have reported cost recovery rates of above 99.9% based on experience with thousands of transactions over several years in multiple states. Nevertheless, some utility executives considering the opportunity to invest in cost effective energy efficiency upgrades have sought assurances that they would be able to manage the risk that their program would not perform as well.

A Reserve Fund provides a risk mitigation function that is similar to Loan Loss Reserves, yet the terms of participation and coverage are different. At least four state energy offices in the Southeast are considering the introduction of Reserve Funds, and SEEA is providing technical assistance in that process. This session in SEEA’s Learning Circle series on inclusive financing will introduce key considerations in the development of a Reserve Fund, directly supporting stakeholder engagement within the states where Reserve Funds are under development.
